How to get Adobe RGB (1998) as an output/printer profile?

It has been suggested to me that I should maintain the broadest possible color space for my film scans (and Photoshop work prior to printing) and that Adobe RGB (1998) is recommended. The problem I have is that while this is available for Internal it does not appear as an option under Output/Printer. Hence I am not able to embed it in the scan which is passed to Photoshop and I must convert the color space at the end of the import stage. Can this be altered so that Adobe RGB (1998) can appear as an Output/Printer option?
I have also noticed a massive increase in print quality if I convert a B&W scan's embedded profile from Generic to Dot Gain 20%. How can I scan using Dot Gain 20% in the first place as it is not an available option on the drop down menu?
