Ah yes this is quite difficult. I think that Dr Hong Yan is correct. The letters are highly obscured by the grain of the film. Normally you would try to enhance the edges of the letter to make them clearer. However these are broken apart by the film grain too much. I am afraid this is beyond standard image processing.
