Colored "Flecks" in my scan

I'm using SF SE on my G5/OS 10.3 with Photoshop CS. When I scan and image (whether it's printed, a photo print, fabric, original water color - whatever) I get these brightly colored flecks in my image - sometimes worse than other times depending on the image; sometimes dark, sometimes light. The flat bed scanner (UMAX Powerlook II) is clean and I didn't have this problem on my G4 with MagicScan. Anyone have an idea of the cause.

If the flecks are the same regardless of what you scan the problem may be a dirty scanner.
