SF Ai 6.0.2r36 Epson Perfection 3200 Twain install fails

I had 6.0.2r32 before which I uninstalled and then tried to install 6.0.2r36
using SFTWE-6.0.2r36(Epson).exe for the Epson Perfection 3200 Pro, the installation fails at 96% in the Setup Status screen in installation wizard with the file C:\Windows\Twain_32\LaserSoft\SilverFast\WebServices.dll with the message window "SilverFast EPSON (TWAIN Plugin) Error". The exact message in the box is "Error 1933. The Windows Installer service cannot update one or more Windows files." After that, I verified that the WebServices.dll file is new as I could delete it and the installer would put it there but the exact same error comes back. The PhotoShop plug-in installed fine. Any ideas what the problem is? I can't install the 6.0.2.r32 or the one that came on the CD with the scanner. I did some Windows XP SP1 Post updates since r32 came out and probably some Windows files are newer.
