I am interested in scan batches of film and prints for clients and delivering the raw scans to them for correction and dusting, etc.
Can you tell me if there is a version of SilverFast that they can download free to process and export the raw files?

There is NOT a free version of SilverFast to process raw files. There are a few imaging application out there which might be used to open your pictures in 48 bits HDR in TIFF format (although not all of them are capable of opening and handling 16 bits TIFF files).
If you create 64 bit HDRi files,those can only be opened and edited using SilverFast HDR.
