SVAI 6 in Windows 2000: Dead area in preview window

There's an area in my preview window in the lower left that does not work properly.

Imagine I' scanning 8 photos (I have an Epson Expression 1000). Like this:

Somewhere around the top of frame #7 and the bottom of frame #5 the windows ignores the mouse. If I drag frame #7 from the top, or frame #5 from the bottom, I end up making a new frame. If I try to drage the top of frame #7 up, or the bottom of frame #5 down, I can't. It's like the program doesn't see the frames in this area.
