Are you saying that it never leaves the initial position ? If so then check the "scan head lock" slider/button/insert under the scanner ( see the manual - they could have done it differently).
If it is stuck somewhere out in the scan bed and won't "home" , then i would suspect a control board or microswitch (end of travel). Could be the rotation counter as well - aka optical encoder. Is the motion smooth until that point ? or is it jumpy while the head moves ? if so could be something on the carriage rod. Don't put lubricant on it unless you have exactly what Epson uses.
