I've got PS Elements and SF SE, bundled with an Epson 2450.

1. Is there a way to start SF up first, as a program?
2. Is there a plug in for PS Elements? I can get to SF from PS Elements, but I think its in twain mode.
3. And finally, if I add sharpness to the SF pilot, it doesn't seem to stop for any sharpness questions. How can I diddle with the sharpness while scanning?

No, it's either TWAIN or Plugin. I was under the impression that PSE would accept a Plugin but I may be wrong but it doesn't matter because there isn't any difference between the two.

I don't remember if it's in the SE because I have the Ai version now but look under the Frame tab, Auto Sharpening for more/less/more+. If it isn't there it must only be in the Ai version.

Since I've been there, done that! If your thinking about upgrading to the Ai version be advised that there's confusion/misinformation about upgrading from SE! It's been posted here that you can upgrade for the difference in price. I called asked again and ordered thinking that I was paying the difference. I then noticed that my credit card was charged full price. Another call and I was told that they made a mistake! You can't upgrade from a bundled version for the difference!
