BW negs scan with Moire

I have an Epson Perfection 4990 Photo. I have inherited 100 pounds of press negatives for a bw book. I am running some tests and I can'tget a scan that doesn't have moire. I have to cut the negs apart to get the photos I need to scan. I scanned flat on glass and in a film holder. I selected Tranaparency > Negative. These aren't branded ASA film like Agfa or Kodak. These are from a print shop. So I left it at other. I tried 300, 600, 900 and 1200 dpi and I still get the moire. I have attached one of the better scans for reference.

Dear user,

Are these images of prints?

The effect looks more like a print screen moire then a newton ring effect cause by scanner glass.
You could take 600ppi scans of these and load them into our SilverFast HDR Studio software. There you could try the descreening tool to remove this. A demo version for testing is available in our download area.
