Where is dicelib.dll?

When invoking Photoshop, or Photoshop Elements, I get an error
message saying that the program cannot be loaded because the
above file is not found. Nevertheless, when I click on the OK
button, the program loads.

What am I missing? Is there such a .dll in Silverfast? It doesn't
seem to be anywhere in the program.
