Output dpi changing out of control

My scans are HDR 16 bit grayscale, scanned at 3600dpi. Opening these scans in HDR8 sometimes gives me an output setting of 3599 dpi instead of 3600 and sometimes even 7198 dpi thereby enlarging the file 4 times. I do not seem able to control these settings. Filling in the field Preset Custom with 3600 changes the file size back to its original 36 MB but leaves the value 7198 dpi standing behind the Out slider in the Image Dimensions panel. Clicking its lock changes the value to 3599 dpi instead of the scanned 3600. Opening the scan in Photopshop Elements reveals it is indeed 3600 dpi. Why is HDR insisting on the lesser value of 3599 cq. 7198? I am at a complete loss here, especially the sussen appearance of the 7198.

Dear customer,

please check the scan/image dimensions expert settings.
It sounds as if you might have a scaling set there.
Make sure the zoom factor is set to 100%.

I have a similar problem.
Whenever I touch any menu or or any settings in the dialog boxes, the selected DPI drops from 3600 to somewhere between 1200 and 1600.
It seem to be a random number.

Scanner is Optifilm plustek 8200i and Silverfast 8.0.1r43

Dear customer

Are you talking about the preset or the resolution slider?
The values can change when you enter a scaling factor.

Can you please supply any screenshot.
I n case this is not a simple matter I will forward your case to our support center.
