upgrade entitlement

I have 6.4.7 SE Plus for Canon 9950F - am I entitled to free upgrade to 6.6 SE Plus?

Also I originally registered the product with a different e-mail address which is no longer active, and precludes me from re-installing - how can I change registration to current e-mail address?
